If you define ethical as a firm that when people are watching live their values that the company espouses then you would see that what Ethisphere Institute use as criteria are legal compliance not values. So the list should be the most legally compliment companies. Consider this you have integrity when you live your values when no one is watching and you have ethics when you live your values when people are watching. Did Singtel violate it's stated values when it did what it did. If not then they are still ethical. If they did then they were not ethical to begin with and should not have been on the list. The list in fact contains a number of firms you would find questionable to be on the list if you were following the standard of values not legal compliance.
